For a project I need to be able to upload an avatar into a user profile. I use a form in webmanager to save other properties like name, address etc. Unfortunately , the difference between Text inputs and File uploads is that file uploads do not have a "Handler" option where you can choose to upload the value of the input to a resource field. Thus, I'm stuck.

So: What must be done in order to allow a user to upload a picture in a form of sorts which webmanager will save as the user's avatar?

You need to create your own handler that stores that file somewhere on disk so that you can get to it.

It's probably also good to remember that these things are usually already done by somebody in some project. Therefore it's always wise to have a look at http://www.wcmexchange.com to see if somebody has already built such a handler.
